II, sec. 17, of the Alaska Constitution, I have allowed the following bill to become law without signature: CONFERENCE CS FOR SENATE BILL NO. 59 "An Act relating to the use of broadcasting to promote dog mushers' contests and charitable raffles and lotteries; relating to the maximum amount of prizes that may be awarded for charitable gaming activities other than bingo; and establishing cabbage classics as a form of charitable gaming." 2008-05-30 Senate Journal Page 2976 [Chapter No. 20, SLA 2008 Effective Date: July 18, 2008] The people of the state of Alaska have expressed to me their serious concerns about any fostering of gambling in Alaska and the social ills that may result to Alaska's families and communities. I agree with those concerns. However, I recognize that state law currently permits the activity of charitable gaming in Alaska. Charitable gaming provides valuable financial support to our schools, law enforcement organizations, and even youth sports activities. I consider this bill as making tailored changes to improve the operations of charitable gaming in this state. The bill does not further for-profit gambling, which I do not support. For these reasons I have not signed this bill and have allowed it to become law without my signature. Sincerely, /s/ Sarah Palin Governor
